DHS Unveils Nationwide Initiative to Encourage the Departure of Undocumented Immigrants

DHS Launches Nationwide Self-Deportation Campaign via CBP Home App

On Tuesday, Secretary of Homeland Security Kristi Noem announced a bold new advertising campaign. The Department of Homeland Security (DHS) aims to promote self-deportation through the CBP Home App, offering undocumented immigrants a chance to leave the U.S. voluntarily.

Financial Incentives for Voluntary Departure

The initiative offers undocumented immigrants a free plane ticket and up to $1,000 in financial aid if they choose to self-deport. Participants who use the CBP Home App will also preserve their eligibility to return to the U.S. legally in the future, following current immigration laws.

Consequences for Refusal

DHS warns that undocumented individuals who reject the program will face harsher penalties. These include fines, detention, and forced removal. Additionally, they will lose the right to ever reenter the U.S. legally.

“A Final Chance to Leave on Their Terms”

In her press release, Secretary Noem described the effort as a last opportunity. “The CBP Home App gives immigrants the choice to depart now, with dignity, and leave the door open for a legal return,” she stated.

Targeted Outreach Campaign

To spread the message, DHS is using digital channels such as social media, in-app notifications, and multilingual outreach. The campaign specifically targets undocumented immigrants currently living in the U.S.

Building on Past Efforts

According to DHS, thousands have already taken advantage of similar programs under President Trump’s administration. While DHS estimates participation in the tens of thousands, independent data suggest numbers could reach up to one million. The Mexican government alone has confirmed the voluntary return of over 56,000 of its citizens.

Anticipated Growth in Participation

Officials expect these numbers to climb as more immigrants become aware of the CBP Home App. Initially launched during the Trump administration and expanded in early 2025, the app streamlines immigration processes and reduces reliance on physical enforcement.

Supporting Lawful Immigration

This move aligns with the administration’s broader strategy: reduce the undocumented population and prioritize legal immigration. DHS is also working closely with ICE and CBP to enforce removal orders and execute targeted operations.

Legal Foundation and Next Steps

DHS confirmed it does not need additional legislative approval to operate the program. Existing laws already authorize funding for transportation and limited support for voluntary departures. The department plans to release updated participation metrics by the end of the current quarter.
