Under the section ‘Making America’s Educational Institutions Great Again,’ the order emphasizes prioritizing students, parents, and teachers over teachers’ unions. It claims that policies should serve the interests of American families first. This marks a stark departure from policies under Democratic presidents like Joe Biden and Barack Obama, signaling sweeping changes to the country’s education system.

Obama’s Discipline Policies

During Obama’s tenure, there was a focus on reducing suspensions, expulsions, and disciplinary actions that disproportionately affected Black, Latino, and Indigenous students. In 2014, the Obama administration revealed that Black students were more than three times as likely to be suspended compared to white students for similar infractions. The Obama-era guidelines encouraged schools to use ‘restorative’ measures and avoid harsh disciplinary actions unless absolutely necessary.
